With just a few little adjustments, Drampa could easily be a Dunsparce evolution, so I don't know why they didn't do this.

I really can't see how they could evolve Delibird. Its whole theme is being Santa Claus and there's really nothing you can expand from that to which would fit it and make sense.

I'm a little leary on Smeargle evolving too, maybe it's the massive movepool it has potentially making it too good.

The rest do need evos, especially Qwilfish so it's not so forgotten.
