Not at all, Blissey's base HP is barely higher than Chasey's (5 points), which means she only gets like 10 extra points of HP at level 100 compared to Chansey.

I'm pretty sure base stats are saved as unsigned 8 bit integers, which means it can't be higher than 255.

Chansey has 105 Special Attack in first gen. You can run Fire Blast, Blizzard, Thunderbolt and Psychic effectively on it if you want.
