>>37372450I'd guess that or Celadon were the first. Celadon has enough stuff thanks to the mart, casino, and bike path for people to want it as a hub. Celadon is near every mountain that you will spend time in trying to fill your dex, and has the bike shop. Saffron makes me think that they had an idea for you to need to go into multiple buildings and the pads could teleport you between different buildings rather than just going through silph when they have a perfectly good elevator for their employees to use. It would at least had justified the use why they allocated one of the largest maps to a city that has little to do in it. Whole east side are just boring squares. Lavender Town and fuchsia I think were meant to be one, as Sabrina was the original leader in Fuchsia. Vermilion is a dumb layout, but it's adjecient to a lot of grinding areas early game.
