>>37368032It's pretty circumstantial but it's seen high-level play at points in the game's history when big parts of the format suffered from it, Espeon was a thing for a while, got played a ton in spread decks and probably still would be if it hadn't rotated. Way back when there was Aerodactyl/mew (and I guess you could've done Archeops/Espeon the same way for a while, though I don't think anyone actually did), devolution is obviously valuable if they can't evolve right back.
Celebi is useful for on-evolution effects, but there aren't many good ones in format right now, so it doesn't see play. Also it's a prism star so you can't load up a deck with high counts of Celebi and on-evolution meme cards that become practical if you cycle them. Burning your attack is rough when devolution spray's around to do the same thing with one pokemon, too.
