The even more rare encounter is when Wallys Zigzagoon rolls two max damage tackles and knocks out the Ralts before catching it. The game continues as if he caught it.

that's not as rare as finding a shiny

the real rare encounter is getting both shiny zigzagoon and shiny ralts and getting zigzagoon to crit it to death

Trainer pokemon can't be shiny though, only wild. That's why Wally's shiny Ralts goes back to normal every time you battle him.
I suppose the Zigzagoon could be an exception though since it's technically from the player's POV

Because emerald was just like this. In one of my runthroughs I ran into a zigzag as my first , but it came before I had any pokeballs

On the one after I found a shiny pooch doggo as the 3rd Pokemon in the game

It can. This video abuses RNG to get a shiny starter, Poochyena, Wally's Ralts, and Norman's Zigzagoon. It doesn't KO the Ralts though
