How could GameFreak screw up this bad?
It looks like it should be a flying type Pokemon.

It is most similar to the pueo owl in particular, which is a common physical form of the aumakua, ancestral spirits in Hawaiian culture. This may account for its Ghost typing. Additionally, it has some traits similar to the common barn owl - which in some territories is also known as the "ghost owl" - and the extinct stilt-owl. In general, an association between the supernatural and owls was once a very common motif, as they were seen as both bearers of death and disturbed spirits throughout history.

Because triple typing isn't a thing. They tend to eschew Water or Flying from a dual-type for the sake of type variety, especially in recent gens. e.g. Stunfisk, Dragalge, and Dhelmise could easily be Water; Beedrill, Venomoth, Dustox, Hydreigon, Volcarona, Ribombee, and Kartana could easily be Flying.

Exactly, instead of bringing omens or making cursed barn owl screeches like a ghost would, it opts to just arrow things instead.

he's really a grass/ghost/flying type but we can only have 2 and grass/ghost is more interesting.

Flying Decidueye is better since Bulu can’t brute force it to death, Kartana’s knock-off won’t instagib it, and only 1 of the Greninjas will outright kill it.

Flying/Ghost is the most logical type. The only thing related to grass on its design are the green leaves that can easily be retconned into green feathers.

Most likely this, each of the starter's secondary type tells you about them in a way that relates to that element.
Dark = antagonistic heel
Ghost = covert archer
Fairy = euphoric entertainer

I never thought about it like that before, but you're right. Nothing about his design suggests he's anything other than a Normal/Flying type.
