If they attract a significant interest among staff and higher-ups, they can get greenlit for a full projecty. Turner's Harmoknight is the most significant to emerge from this, but even then Game Freak only allowed 14 people in total to develop the game. TOWN is nothing more than an ascended in-house project and if it has more than 25 staff working on it, I'd be greatly surprised.
