this is the reason i wish they changed the system from "level required" to "experiece required" so that it will take the same time no matter what level do you capture it in the first place, and we dont get another Rufflet problem like i did in sun and moon because you get it too early and he evolves way to late

The issue is that its low level move pool is so shit I just end up killing it and catching it in post game instead. Shame there's no level ball in gen 5. I'd love to go for balltism and regionaltism on it.

I know you guys don't, but I find it very enjoyable lore-wise for the creatures yo hace different evolution leves/methods, it kinda adds character and vatiety to a series that is based on the idea of investigation/collection/battling/breeding

RPG's do this shit all the time with the secret sidequest sword. At least pokemon has a PvP so Volcarona can still get a ton of use. Only way to improve this situation is more post game and more mons like Volcarona which evolve late, so your team can continue to grow in the post game.

Excadrill breaks open Gen 5 like a styrofoam block, and you get it far earlier than you can Volcarona.

Plus your point is moot, considering you can get a levle 30 Volcarona in BW2.
