Psychic was the best type that existed in Gen 1 and it has enjoyed usage long beyond when it might have been expected to fall. Starmie survived the introduction of physical pursuit and sucker punch, despite being a psychic type who revolves around switching, and the only thing it got cucked by was powercreep. Still a great Pokemon.

There's the interview about why Lugia was Psychic/Flying instead of Water/Flying and the devs confirm that, in the early generations, psychic was a type they associated with power. Outside of normal types, psychic types typically are the only pokemon in early gens with access to self healing, and other powerful status moves, whilst also having excellent TM coverage.

Slowbro can learn flamethrower and fire blast, Alakam and Hypno get the elemental punches, Starmie and Mr Mime get Thunderbolt. The typing is part of why Starmie is so good. Had it been pure water it wouldn't have had access to thunderbolt and probably wouldn't have gotten recover until much later in the series life.

Nah, even with those things, Starmie still had a place in OU. The problem was Greninja who is better in every way. When Greninja was banned to Ubers, Starmie returned to OU.
