I'm guessing they did that because they didn't want Ghost to be op when making gen 1 but I'm wondering if there was a better way to do it.

The first thing I can come up with is to make up ghost type move, make it a TM and make it semi common. In the same way they gave the player an out for dragon types by making ice beam and making it useable for most water types.

Ghost type had Lick and Night Shade in Gen 1. it was never going to be OP.

if it wasn't for poison it would've have no weaknesses except for ghost, which you just explained why that wouldn't have meant much
gen1/2 pokemon had little coverage, so being immune to normal would've been even better back then.

so I'm suspecting they might've thought it would've been unfair to player (especially when facing Agatha) and gave them poison typing.
