Outside of Johto, there has been one gym leader who hasn't used Pokemon from his region, and that's Wattson. While Johto has Falkner, Bugsy, Morty, and Chuck not using even a single gen 2 Pokemon each. If you're playing Gold, or if you're playing Silver or Crystal and don't run into it, you will *never* see Skarmory ingame.
