I’ve always interpreted it as Red losing his excitement for battling after defeating everyone and decides to wait for a worthy opponent to show up on top of Mt. Silver, a location only top tier trainers can reach as a test. I’d also like to think Gold defeats him and gives him back his fire, similar to how Red did to Giovanni in their gym battle.
