After all these years, I finally realized what the deal with this character is. In each episode prominently featuring a girl, he'd try to win their hearts. He would treat them like princesses by helping them with their chores and acting like the biggest orbiter around but he ends up making himself look like a fool in the process. The girls might take advantage of him but never take him seriously, they see him as a deperate idiot.

The writers tried to warn us. Don't be a Brock. You'll never find a gf that way. But I guess that's too late for us now. We didn't listen.
