They copy google's old "20% policy" where staff can work on personal ideas and projects alongside their waged work, on the clock. If they have a game idea and enough people like and support it, it can get greenlit as a full release. It's why I namechecked Harmoknight, Turner conceptualised and devised it, showed it off to other senior staff, who picked up on it and petitioned to get it made as a full game. But even then, Harmokn ight only had 14 staff vcredits listed and was limited in budget, compared to even the then recent ORAS remake. So you're basically trying to imply a small-budgeted game, proving Game Freak can actually improve on graphics in games going forward, implies they won't be able to replicate the same feat with the majority of the studio working on it?
