A long time ago, HGSS used to be my favorite games in the series. But, I've recently fallen out of love with them, and especially the originals, too.
Reason 1: Kanto is heavily truncated, and Johto is tiny. The concept of having two different regions only works if both regions are decently sized. Johto has a lot of tiny routes, like basically all of the ones surrounding Ecruteak, and a lack of dungeons, too, making the game a lot shorter than its predecessor and successors. Kanto is also heavily truncated, with areas like Pokemon Tower and Pokemon Mansion being gone even in the remake. Because of this, Kanto leaders turn into a glorified boss rush, as there is very little that separates one from another except a usually shortened route.
Reason 2: Gen 2 doesn't care about its new Pokemon. Everybody knows how Gen 2 has a shit distribution, so I won't go super hard into it. The short version is that many, many Gen 2 Pokemon are stuck into the postgame in Kanto or Mt. Silver, are all shoved into an optional side area like Route 45 or Ruins of Alph's grass, or are at extremely low encounter rates in one area, like Dunsparce or Marill. Much of the remaining Pokemon only appear on route as well. This leaves it difficult for the player to utilize the new Pokemon they are given. Even worse are the Gym leader lineups, which HGSS did nothing to fix. Among the Johto leaders, altogether they use 4 Johto Pokemon. 4/23 mons, when Johtomons were at that time nearly 2/5 of the National Pokedex. The game's fucking CHAMPION uses ZERO Johto Pokemon. The long and short of it is that Johto mistreated its Pokemon and favored Kanto far worse than people accuse Kalos or Alola of doing- at least their Pokemon are mostly accessible (except Mareanie, but that's a rant for another day) and their Gym Leaders and Champion used mons they introduced.
