In the beta, there was no Johto region... as the game was planned to be set across the actual country of Japan. Thus, Kanto was where the real world Kanto actually was... and the entire region was made into one very large town within the game.

You know, really puzzling out the map areas, it makes you realize why Hoenn seems so out of place. It was never intended to be part of it at all while this map includes Kanto, Johto, and Sinnoh.
