What was GameFreak expecting out of rock doggo? 2 in-game trainers, 1 movie trainer, and 2 anime trainers having one along with a Z-move to destroy terrain doesn't make people like things. Heaven forbid kids forget about Ten Carat Hill in which case they'll never see Rockruff until Vast Poni Canyon.

Decidueye was never built up to be the next Greninja. Lycanroc Dusk, on the other hand, was given a special form and attention in the anime but failed to leave an impact.

Uhhhh it definitely did. The issue it faced was that its stats are marginally better. Design wise it's one of the most favourite pokemon of all times.

In Dusk's case, it doesn't need Earthquake since Drill Run is stronger with Tough Claws. The other two need Earthquake badly though.
