>Then either go all the way back from Mauville > Slateport > Dewford > Petalburg. Or go BACK up to Fallarbor > Rustboro > Petalburg. You can also take a third route and go Mauville > Verdanturf > Rustboro > Petalburg. The desert also opens up at that point so if you choose to take the second route you'll have a new area to explore.
>Then back up to Mauville AGAIN to get to FortreeHere you can either easily get back to Mauville via Oldale using surf, or you can use surf to explore the massive area that opened up between Petalburg and Slateport.
Hoenn is a fantastically designed region for a few reasons, and this is a big one. It's honestly such good region design that I can't believe Game Freak came up with it, it seems way beyond them.
