So how do I get the most out of this guy?
I get that his stats aren't the greatest but I'd like to know what sort of movesets and investments I should go with if I want to use him.

In a perfect world where GF is actually competent, how good could Silvally have been? Realistically what would its stats, movepool, and such have looked like.

Probably good legendary tier. As in, good stats/typing and a movepool to go with it.
Also it would use z-crystals for typing instead of drives, that would give it a truly unique gimmick ability and allow for an interesting tactical option assuming it could drop its acquired type by spending the z-crystal.

A monotype with no recovery or item slot makes a pretty terrible defensive presence, and a supereffective multi attack isn't even stronger than its STAB double edge (even Sylveon's pixilate return is even stronger than multi-attack, fun fact), so whatever the best set is, it has nothing to do with the drives. My guess is a choice scarf revenge killer set with parting shot and explosion.
