When will dumb people stop saying that there are "lots" of Gen 2 Pokémon in Kanto? It's 9 out of 63 fully evolved Pokémon. That is a small handful. And it was the right decision to make too, because it would have been worse if there had just been no new Pokémon to discover in the later portion of the game.
