ride around in circles on your bike may be the only way.
I take it you may also not be able to get a sooth bell either.

if you're using an emulator you could the speed up function but that still took me around 30 min to make my eevee happy in Silver.

Had the same problem with Buneary in Ultra Sun, I had the soothe bell, never let it faint, and used items on it frequently but it still took 20 or so levels to evolve
