This isn't concept art. Concept art is made at the start of the design process. This is a reference sheet made after the design is finalized, to show the design is supposed to work. It's given to the anime team, merchandise makers, manga artists, basically anyone making licensed Pokemon material.

Did this come before or after the starter final evo leaks? I remember malow was in the incineroar leak sheet which further made the it more believable etc.

I have the feel she was planned to be the female companion in the anime also the incineroar concept art shows her with ash.

since lillie was a big thing in the games and two females would be too much they chose the pokemon school setting instead
