For all his evil Ghetsis' plans were overly complex and convoluted, because he was hellbent on staying out of the spotlight. Cyrus by his nature is antisocial and no sane person would side with him or his goals.
Rainbow Rocket's flaw is that Cyrus and Lysandre would never work with Giovanni. Archie and Maxie could be easily duped, and Ghetsis justified in that he's "using" Giovanni like he did N, but Cyrus and Lysandre have competing goals with Giovanni, and in Lysandre's case Giovanni represents everything he hates.
