There's no need to delete it, just massively cut down the number of Pokémon that receive the move so it's limited to those that it's thematically appropriate for. Over-distribution of moves is a massive problem with the series in general at this point.

This. Why can basically everything learn toxic and fucking thunderwave? Toxic is especially bad since - steel types can learn it - and the best defensive typing in the game being able to dish out a status, that it's also immune to, is bullu fucking shitteruu.
