An emmisary is usually in the image of whatever it is they follow. So an emissary of the sun will just have a design that is like the sun for obvious reference and to honour it. It doesn't have to be directly plasma, light or fire to be be inspired by the sun.
Now if you want an alchemy fav perspective, it's confirmed canon by the official Pokémon site that it is the beast that swallows the sun. Which is blatantly an alchemical reference to the ignorant (corrupt and dark) being purified via knowledge and enlightenment (heat and light). The thing about alchemy is that it speaks metaphorically but can be applied to both physical and mental aspects.
