How is it an alternative to Swampert?
Swampert is a Rain Sweeper. Whiscash's only set is like DD/Waterfall/EQ/Filler. It's closer to a shitty Gyarados or Feraligatr or Crawdaunt than a Bargain bin Swampert.

Looks like its options for coverage are Zen Headbutt, Bounch, Stone Edge, or Nothing

Nice, but outclassed by all of its peers, even with DD. Water/Ground is just that good of a type.
If they could just trade some of that special attack for more bulk, that would be great, but that's just the curse of most gen 3 mons like Cacture and Shiftry,
