Toxapex is better than Shuckle because (1) it resists more things (2) it has access to Recover (3) it has access to Regenerator (4) it has a better movepool (5) can absorb Toxic Spikes (6) it isn't terrible in-game due to Baneful Bunker and Merciless
Thanks to (1), (2) and (3) it's an extremely safe switch-in to many threats that can also disable many sweepers thanks to Haze or Scald. On the other hand, Shuckle can't do much more than 'be bulky', it doesn't have any tools that utilize its bulk. You could use it to set up Stealth Rock or to Knock Off something, but you can use so many other things for that.
