The effect difference for non-Ghost types is a pun. The Japanese name can mean either curse or slow.

It's Curse for Ghost types, and Slow for non Ghost types.

I'd argue English is a much more important language. The anglosphere has had such a wide influence on the rest of the world for such a long time that English has slowly become the unofficial universal language.

"Slow Curse" would've worked better I suppose.
Because the curse effect is a DoT and the buff effect makes you slow.
It's still not a translation of the pun (which I'm pretty sure is impossible in English) but it's less confusing.

Besides that, the game tells you the move has a different effect when used by Ghost-types, and it's not a very important game mechanic anyway.
