Don't pick Chimchar. Chimchar is the baby pick.
Pick Piplup or Turtwig. Empoleon has a wonderful lot of resistances and is decently strong, and Torterra is pretty fun to use.
One of the best games in the series.

I would say Turtwig but it depends on what you want the rest of your team to be. Like if you wanted garchomp, staraptor And gliscor then maybe don’t choose Turtwig so the majority of your team isn’t weak to ice or if you don’t want too many repeat ground types. It’s why I chose Chimchar.

the only oc fire type was magmortar and heatran

Pick Piplup so you can have something resembling difficulty during the game, Turtwig and Chimchar actively encourage you to just mash Razor Leaf, Flame Wheel, and Mach Punch the whole way.

Piplup is only faster in Platinum. Besides, if you're not just using a single Pokemon, Piplup has by far the roughest start since it gets shit STAB moves for a long time compared to the other two. Empoleon is great once you get there but Chimchar is easy mode the whole time, and Turtwig not only has a great level up movepool but it also has the earliest final evolution and only really falters way late into the game.

I basically always use the water starter, but I went with Turtwig for my recent first playthrough of Platinum and had a great time.
It's a fun game with a really solid level of challenge and some of the more interesting pokemon in the series.
Just be sure you have something with access to good electric type moves because it seems like every fifth trainer is packing 2+ Gyarados.
