Ice will always be shit because Ground is GF's special snowflake type. They will never buff Ice because that would mean nerfing Ground. It would be more likely that they'd start distributing Thousand Arrows across the entire dex than actually making Ice good.

Honestly I think it's the opposite problem, Game Freak seems to have it stuck in their head for some reason that Ice is an insanely powerful typing, hence why Ice type are just as rare and late-game as Ghost or Dragon, Ice type gyms are always the second to last, and most E4s have an Ice trainer.

smogon rules shape the metagame. there is a reason why fighting moves are common in some tiers but not in others. almost every ice pokemon suffer from smogon rules.

Now you can actually have some variety and synergy on Hail teams

You get them late, they evolve late, they're slow and bulky on the worst type for that stat spread, their stats are bad for the time you find them, etc. Look at Vanillite, the first ice type you get in BW--it's right before the fifth gym, but has a worse BST than your unevolved starter, has an epic 44 speed, and needs to be leveled to 35 to evolve to its second form (your starter fully evolves at 36).

Ice has fine offensive coverage, but it's hardly broken, and the moves themselves are pretty much bog-standard. Boltbeam hasn't been good for an entire decade.

I would do stuff that is kind of ice themed, but for different types: "Black Ice" Dark type attack for that gets better in Hail. "Diamond Dust" for Fairy or Rock types. "Frost Flower" for Grass. etc.

the currently existing best offensive orientated ones have 80+ base speed.

or for the fast(100+) that do exist we pretty much only have weavile who has a offensive stat greater than 100.

froslass suffers from only having base 80 offensive stats that really make it only good for spikes+d-bond/taunt stuff and maybe forcing out a few ice weak mons.

Ice is at least a great offensive typing and the mons that can use it offensivly usually become OU viable. Normal only has Chansey and Sawsbuck, the former really only exists because of it's stats and the latter is a fringe option for sun teams that isn't even ranked.

Ice/Fighting should've been one of the scariest typings in the game with the ability to hit just about everything super effectively and being resisted by almost nothing, but Crabominable is still shit because Gamefreak decided to give it 40 speed because lol Ice = slow.

Well, it IS a big hulking yeti "crab". It's slowness isn't that odd, unlike everything else in Alola. What didn't make sense is its BST being comparatively low for how long you had to suffer with a measly Crabrawler, and it having low-average bulk.
Not having priority moves also severely hurt it. Personally, I don't see it fit to have Ice Shard, but Mach Punch would've been great.

At this rate I lost all hope of ice types being fixed. Why? They are always introduced late in the game, not mid or early. Offensively they are great but Gamefreak just doesn't want to build ice types to be fast and strong hitters like weavile or froslass.

Ice IS an offensive type, it's near identical to Rock.
But unlike Rock, Ice has even worse defenses and basically no offensively inclined Pokemon. (And honestly, Ice should be a first gym and Rock a later gym.)

And that's only because the VGC Meta is so fierce on using the same few Pokemon that someone who uses an oddball for the hell of it like Piloswine or Pachirisu ends up standing out, but then when people try to replicate that success they get their asses handed to themselves because everyone already knows what to expect and/or adjusted their teams accordingly.

Too fucking bad. Literally any buff to type effectiveness necessarily comes alongside a nerf to the other, so your argument doesn't hold much water, and Ice needs defensive boosts more than those types need to maintain their offensive abilities.

True. But tanky Rock mons actually can take a hit for various reasons (usually sturdy), whereas the "tanky" ice mons all die to a single Rock Smash.
Though the physical/special split has borked both Rock and Ice... With each having hard hitting, reliable accuracy moves being Special.
The hail increasing Defense akin to sandstorm would help for similar reasons.

Seems to me it's ten times easier to make Ice defensively competent than it is to completely overhaul the stats of all those Ice types.
Besides, since when was having a halfway decent number of resistances a property exclusive to "defensive types"? Most types have a healthy set of resistances.
