It's more that Japan doesn't care about Kanto as much as the West since Pokemon never "ended" for them compared to the conclusion of PokeMania in the West.

Maybe it just came out too close to the DS's launch for people to pay too much attention.
The game did have its influence, though, just look at the artstyle of half of the indie games on Steam, especially their trees

Zelda has never competed directly against Pokemon, whenever it was on the same console it was always a spinoff game. To compare apples/apples, you'd have to compare Ocarina vs Pokemon Stadium, which did not outsell.
2 million units is a wash though. Odyssey and BOTW are top-tier games, while LGPE is the shittiest product humanely possible. Its success is bad for not only Pokemon but the whole gaming economy.
