france (like the united states by the way) has always been a country of immigration.
when we had a king, borders changed with them ; when we cut loose, we found an emperor who wanted to control everything and expanded way beyond reason and, after this, wars took parts randomly.
france has always been a "melting pot" (as we say in french) of cultures (and sceneries as beautifully depicted in XY) so, nah, there has never been one and only french culture.
to illustrate my point, the one I refered to as "the demagogic bitch" tried to start a debate about national identity in order to discriminate entry on french territory and no one could agree on anything (but it's rather common).
so, no, the french immigration system is based on assimilation, once you have the french nationality, you are french so, france is also part you.
also, france is a laic country since 1905 (except for the alsace region which wasn't there at the moment, we lost it 30 years before and got it back 13 years after) so, religious belief isn't a valid justification for any law violation. and removing freedom to anyone is a law violation.
