I don't think gamefreak is lazy, exactly
it's just that they don't overwork their staff like other video game companies do
gamefreak seems like a VERY relaxed studio and a very comfortable place to work, especially for a game as big as pokemon
you aren't getting any rdr 2's out of game freak, but I bet you game freak's employees are much happier to work on the next games, and will be sustainable for a long long time because of it

I think it was mostly console and franchise fatigue at the time. People wanted a proper 3DS title at the time.
Could also be piracy but the other DS titles sold well.

I think that had to do a lot of it, same thing happened with Gen VII, it came out in a time where Nintendo fans in general were begging Nintendo to abandon the 3DS altogether.

Working for GF is a dream job because you barely have to work at all. If they can't even improve the damn graphics, camera angles, and the overworld design to a slightly more playable level then at least fix the gameplay and the content.
