Firstly, Johto is much smaller than Unova (especially BW2 Unova). The journey takes more time, you battle stronger trainers.
Secondly, experience system in fifth generation makes you level up much faster than in other generations. You would have to be ridiculously stronger than your opponent to gain the same amount of experience like in previous gens (about 1,5 times higher level). This is why you see such ridiculous enemies like Cynthia with Pokemon in mid 70s.
A side note - you should compare HGSS to BW2 since it's newer and Kanto gym leaders use Pokemon on higher levels.
