Someone came after Amphy on laundry day. That's a pretty quiet room up there, so it's not unheard of for something like it to be something of a home away from home.
It's just a Pokemon, they don't wear anything themselves so the most objection they'll raise is a couple question marks.
She brought some appliances so she could take care of Amphy without having to leave. Probably a full shower/bath up there. Easiest way to clean clothes and self after a few days would be to just hop in and start scrubbing.
And that's when some Rocket scum decided to make a move, not expecting a gym leader to be up there while the lighthouse's Pokemon was sick. This explains her expression, looking surprised but mostly annoyed, spreading arms to protect the sick Amphy.
