I found this spot years later while trying to figure out where the rainbow wing was in crystal version (I didn't want to bother with guides, turned out I blew it since I killed Suicune anyway)
I had a dream about it one day but it was just GBC graphics of the clearing in front of me
What I'm saying is I was excited about it too and there needs to be a story about these three

same. there were several spots in early GSC where it's one of those "keep this in the back of your mind for when you get the HM for Surf again"; Slowpoke Well, a few spot in Violet City, Slowpoke Well, and this area, but this one was my favorite of all.

More importantly what were they doing there? It's just some dinky little crossroad that goes nowhere, surrounded by trees and only accessible by swimming around to it. Something tells me they weren't up to any good.

They were hidden on the route south of Goldenrod City, tucked away in a place where you needed to return with Surf just to stumble upon.

I think they gave out a shitty item, they were trainers with a water pokemon and its evolution , IIRC it was their secret spot or something

Iirc there was also a glitch with them, the girl to the south would only battle if she sees you cross in front of her
Speaking to her from the sides prompts her after battle speech, but no battle
Only after engaging her from the front will she Despenser the prize item as well
