Kanto, Johto, Hoenn, and Sinnoh are all seperate regions yet they're all part of the same nation in game as well as in real life. Sinnoh even includes some islands that are actually part of Russia in the real world.
They could make the region just London, just England, all of Great Britain, or the entire island group. Whatever they choose is irrelevant because a Pokemon region doesn't represent a political entity, only a geographic one.
