So why can't it learn Cosmic Power? After all, Buneary and Skitty can.

Almost everything that learns Cosmic Power is either explicitly from space (Clefairy, Deoxys), based on a celestial body (Staryu, Solrock, Lunatone, Jirachi, Minior, Solgaleo, Lunala), or has some other connection to it (Claydol was brought to life by a cosmic ray, Arceus created space). Sigilyph doesn't make sense, but again, that's not a reason to give it to Xatu

Such as, say, being a mystic pokemon that gets power from stargazing?
You've also now stated that there's three whole lines which shouldn't have the move. Surely it makes more sense to assume that, rather than there being three completely separate odd choices (buneary, skitty, sigilyph), there is only one odd choice (natu)?

Looking at the sun isn't stargazing.
Stargazing is the act of looking at the stars, plural. Starting at the sun is no more stargazing than looking at a bird is birdwatching.

Anyways, all of those are the "Sun" Pokemon. Why shouldn't they get Cosmic Power? Why wouldn't you argue for them instead of a bird that has literally nothing to do with space at all?

I know it's upsetting to realise that you cannot post without saying something idiotic, but you'll have to learn to cope eventually. it's not like these two pokemon having cosmic power is game-breaking in any way
