maybe start by giving back his fucking levitate. seriously, of all the Pokemon they decided to nerf they hit the one that was already probably going to be powercreeped by the dumb shit like Tapu's and UB's they were probably already in the process of designing.

I don't know if you noticed, but pokemon are not put in ascending order of power, if there is even a certain way of quantifying that. It is possible to argue that Arceus isn't all powerful either.
