I think, with preparation, Pheremosa could win, but without it, Larxene would definitely have the upper hand. Most of pheremosa's best offenses are in melee range, whereas Larxene is devastating at short to medium range.
There's also the issue of Larxene being a Nobody. Are pokemon moves magical in nature? If not, without either magic or a keyblade, pheremosa would be literally helpless. mundane weaponry and attacks quite frequently just pass right through Nobodies.
Overall, I lean in favor of Larxene, but it's not a total curbstomp.
