Unironically LGPE. Turning the legendary Pokemon battles into what are essentially Totem battles make them feel much more powerful. Honourable mention to RSE/ORAS for the way they hid the Regis.

Pokemon Mystery Dungeon does it pretty damn well, maybe not for the minor trio legends, but Rayquaza and Dialga come across as really fucking powerful.
