I agree. The only starter gen that comes close is gen 3, although what holds back gen 3 is that their middle stages suck ass, whereas Kanto middle forms are badass. Johto starters are close too since they have really good middle forms, but all their final forms are a bit more disappointing (even though I personally really like em).

Piplup is great, easily one of the best first-stage starters. The same can't be said for the other two, even if Torterra is my second favorite pokémon. If we had to talk about the best first-stages overall I'd point to 3 or 5 at a stretch.
