I mean, if you think about the world being scaled down to video game size, odds are the trees aren't so densely packed that nobody can get through the forest. That crossroad is likely a nice comfy footpath through the forest, wide enough for carts of goods traveling between towns to pass through.

Johto is kind of a backwoods region. They have gentrification going on in places like Goldenrod and Olivine, but industry is only really starting to develop there.
The people there are really focused on nature and tradition.

It's another case of what's represented in the game isn't actually the world. Back in the day this was fine to because of limitations in memory, but now it's kind of lame. Maybe there should have been an actual forest there in the remakes?
