they don't need to be meta staples but they should have some sort of interesting thing that sets them apart from similar pokemon that makes them worth using once in a while.
Like look at Mega Gardevoir. Theres absolutely no reason to use it when Tapu Lele exists. They do the same Calm Mind/Moon Blast/Psyshock thing but Tapu Lele is better because she does more damage, can support the rest of the team with psychic terrain support, and can run other sets like scarf, specs, z move, etc.
Meanwhile look at Toxapex vs Quagsire.
They're both water type walls that sit the and spam scald/recover.
But Toxapex supports the team with tspikes while Quagsire beats setup Pokemon more easily with Unaware.
Most of the time Toxapex is better but in sone specific teams Quagsire is the better choice.
