You don't "fix" it because it isn't broken. Not every Pokemon is meant to be viable in a competitive battle between two human players. Delibird is a gimmick Pokemon made for fun and for lore, it doesn't need to be good.

Literally about to be my post.
Some pokemon are just shitmons, that's just what they are and to some it a part of the charm. There cant be good pokemon without bad ones.

But to answer the question despite that, all any shitmon needs to be "good" is some kind of broken ability.

Remove all of the useless abilities so it can only have hustle.
Give it a decent movepool that isn't just fucking Present.
It can be a decent fast leveling shitmon in-game. It doesn't have to be viable competitively.
Delibird has an insanely low BST even for being a FAST growth rate shitmon. Maybe its stat total could be increased a little.

I remember a Christmas-themed Showdown ladder that modified Present so that it would give a random secondary effect, like status or stat debuffs or Perish Song. It would at least make Delibird fun to use, as it's always going to be a shittier Froslass.

It would be cool if it could hold two items, but Game Freak's not gonna rewrite all that code just for Delibird.

I agree. Don't forget that evolution in real life works such that animals who fit best into their niche survive best, not just animals that are really strong. Sure, evolution is really different in Pokemon, but since that's the title GF used I think this is worth mentioning.

It's still not great, but Unown still abides by the nature of its gimmick and is threatening enough to shake the meta just a little, since stallmons like Toxapex now have to deal with something that can OHKO them even through Protect and Bunker. Also provides a reason to run more than one of just four Hidden Power types.
Instead of being always outclassed, Unown is situationally terrifying.

The Krampus punishes bad kids so maybe make Delibird evovle after ko'ing X amount of dark, dragon and poison types with a certain move (branch whip?).
