Because you should be able to get Crobat, Bellossom, Blissey, Steelix, Scizor, Slowking, Poliwhirl, Hitmontop, Poyrgon2, Kingdra, Espeon and Umbreon before the Elite Four.

Because majority of the game is spent pre-Elite Four. You get Zubat, Onix and Oddish before the second Gym.

There are also no good reasons for them not to just include the other evos to make it more inclusive. Kingdra, Scizor, Steelix, all would have been fun to have but were left out because muh genwun.

If its a gen 1 remake during gen 3 they should have allow post gen 1 evo being usable like in HGSS and ORAS.

It depends. If you're going to ditch the game the second you beat the E4 it doesn't matter what Pokemon you have because you're going to stop using them anyway. I played FRLG for hundreds of hours after beating the E4.

Another explanation is that since you don't have the national dex yet, the species isn't "discovered" so it can't evolve.

it's definitely the best Kanto experience to this day, no forced mascots in your face, no hand holding, fixed gen 1 issues, post game with johto pokémon, which regarding the pokédex completes what's missing from Ruby and Sapphire, and also mixing the nostalgia with new content really well (except for the dumb cross gen evolution being blocked before E4, but whatever)
