sometimes low quality things are actually low quality no matter what kind of doublethink you try to twist it with, there's no deep artistic motivation behind these shitty textures, they're just shitty because game freak was just lazy and figured the 3DS' awful resolution and small screen size would cover it up, as usual.
more detail in a 3D game, especially 3D games of this overall low and dated caliber, is always better no matter how closely you desperately cling to your childhood memories of playing these games when they weren't pure shit.
