In fact, I went through the dex entries for different Ghost Pokemon and the only ones that fit the tsukumogami motif are Shedinja, the Shuppet line, the Litwick line, and arguably Dhelmise, which is born from "the soul of seaweed."
Japanese spirits being like daemons is exactly why they don't really have that much to do with the Ghost type. Look at Ninetales.
I'd say Grimer and Trubbish are more like tsukumogami than Sandygast, just with the supernatural explanation swapped for a scientific one in keeping with Pokemon's general reverence for science. Voltorb, too.
