I used to hate this design, but now it's one of my favorite Eeveelutions. Once you get past the gay factor it suddenly becomes quite aesthetically appealing. Currently, it's my 3rd favorite Eeveelution (after Leafeon and Espeon). While it's not in my top 10 or anything, I'd say it is easily top 20-tier.

Gen 7 designs are mostly shit, but all of the bug type designs are kino(including ultra beasts)
