Why couldn't TPC make Pokken a good game like this one?

Pokken initially had 16 and went to 21 with DLCs, and its entire roster is shillmons and waifumons with 2 Pikachus and 2 Mewtwo and isn't even accessible to everyone due it "wow so deep gameplay"

They look similar to most of Bamco other games and I don't see the problem, they look fine.
Besides, 80's anime characters are hard to model due to many details on them. it's why the anime decided to make characters be more simple with dull hair and few details for easier animating.

And Jump Force is exactly the same. Characters from OP, DBZ, Naruto, and Bleach take up 60-70% of the roster. It's very clear pandering to shounenfags and not a celebration of SJ at all

Pokken had 90% Gen1 shillmons, and 1 or 2 from each other gen, not to mention TWO Pikachus and TWO Mewtwo.

TPC's execs and investors (the people above Masuda) have strict ideas about what pokemon media should and shouldn't do. In terms of branding, the game's designers have very little creative leeway on any of their projects, which is disappointing but not surprising.
Here's an scan archive of marketing material guidelines from back during the BW era. There are guidelines like this for every facet of pokemon design in every media form from the TCG to the main games to accessories and so on. If those guidelines aren't met, the design has to be redone.

GF is the designers, but TPC is 100% the marketing and brand management. They don't own much on their own but they have a disproportionate amount of influence on what actually happens with the franchise. Satoshi Tajiri himself could come back and design a game but TPC would still try and "fix" as much as they feel they need to in order to ensure that the game would fit the brand's image.

They took those aspects of his character out and replaced it with being a delivery boy with specifically Charizard Ride so they could have a reason to have Charizard in the cast and gain those marketing points. Kiawe’s Charizard does nothing but be his Ride Pokémon, so He is literally only there for marketing. That is shilling.

Why the fuck are the character trailers so boring, I looked up a random one (Ichigo) and it's just so fucking dull. Put some hype music and syncs with combos and shit. Pokken got their trailers right and at least made you want to play it.

also Jump Force looks like shit, I don't really play Pokken and will even admit to not even finishing the single player part but it looks good and controls well. If I were competitive enough to really enjoy fighters I'd probably love it.

Only ones like Xenoverse which introduce RPG aspects are any good (and even then the games aren't exactly anything to write home about).
